Why do the pay rates added to jobs sometimes not affect, create or update the employee's pay rates?

Employees' pay rates are only created when a new employee with the job title set is created and that job has rates added. Employees' pay rates are updated when they are already linked to a job and that job is edited and saved. Employees' pay rates are NOT created or updated when their job title is changed when editing an existing employee profile.
